Automatically update github-actions deps (e.g: opa) with update-cli

Some dependency version numbers of our github-actions are not, and cannot be recognized by renovatebot as they are part of the github-actions' input, and contextual.

Acceptance criteria

Add update-cli automation that opens PRs for those dependencies, by looking at their GH releases .

opa-installer, crane-installer, syft-installer, kwctl-installer, binaryen-installer, bats in policy-gh-action-dependencies, tiny-go in policy-build-tinygo, go-version in all with.go-version, kubernetes bom in kubernetes-bom-installer.

The automation should run as often as renovatebot (weekly).
