Current Behavior

The AI is causing citizens to drown way too often, like every few seconds someone drowns despite a nearby way to cross the water.

Expected Behavior

AI/Citizens should be better at avoiding bodies of water.

Reproduction Steps

  1. Go to a biome that has nearby bodies of water.
  2. Build the colony.
  3. Build bridges to connect lands.
  4. Notice how often, especially Pupils, drown.
