Watchtower erroneously complains about challengeable exits #240

On a testnet, if you start an exit, status page has a misleading warning:

Some invalid LEAP exits are not yet finalized, challenge them!

Probably related to the fact that there was challenged exit before which is not handled well by watchtower (see #234)
