Note that interested contributors could add a Microsoft - MSX.dat for example in this location here where a couple "ad hoc" databases live.
You can fork the repository (Look for "Fork" button on github page), then make edits to your copy ("Pencil" icon button, etc) by adding appropriate database lines etc or adding a new (plain text) .dat file. Then you Commit (i.e. save) and set a Pull Request to the project. Libretro members will review and possibly accept it if the contribution looks good.
You'd want to copy the existing .dat structures that you see on the repository. It's clrmamepro .dat format, and you only need to make minimal entries like what you see if you poke around the dat repository. A game entry needs name, description, rom, in the form you see in existing dats, with proper parentheses etc. And the .dat needs a header at the top, you'll see many examples in repository. You won't have to add 20 lines of metadata or anything. And yes it's perfectly fine to put a .dat on the repository with only 1 game in it (and a header).
