I can't move between thumbnails of an application which exide screen size

While opening same application too many time in cinnamon desktop , can't move between the thumbnails to open the application

here i open 26 file manager but i can move up to 23 which show in the screen, i can access the item after this limit

i feel a solution for this problem is
adding a scroll bar or a auto scroll feature while keeping the mouse at the end of the list
