I have some notebooks in my LIVEBOOK_APPS_PATH if i modify them using the notebook editor the changes aren't reflected in my local apps when I destroy the session and start another. It only seems to change if I restart the livebook instance.
If I open the file using the debug tool changes are reflected immediately. i hit save and it shows me the prompt so i go to the apps dir and save but the changes aren't reflected to the disk.
also if you then try to open the file manually you get the following error
Failed to create session: the given file is already in use
it also shows no sessions in use.

That flag is used exclusively for deployment, so it is likely that we won’t change this. Can you please explain why you are using this env var? It seems you are using Livebook for dev and you want some apps already started?
Correct, i setup a live book instance on my home server. I have a few livebooks running local apps as services. I would like to be able to make changes to those books without having to restart the entire livebook instance each time.
