Refactor labels

The kinds of issues we're making have outgrown the labels. We need some tht match the kinds of things we actually do. Here's some labels that I'm immediately thinking could be helpful:

• enhancement/improvement
• refactor
• tracking
• separate project
• idk how to do this / magic to me
• easy change
• external project

And no, I will not be labeling this issue, out of pure spite.
