I know this repo isn't being contributed to actively, but I'm kind of curious if it has anything to do with http://www.panlex.org/panlinx/, and if so, how. Thanks!

It's the code for the application that generates responses at that URL.

Perhaps that, and information from here, should be in a Readme? Otherwise this repo is kind of confusing.
