Windows Arm support

It would be nice if LOVE shipped Windows ARM binaries, since there are now relatively mainstream devices using it such as Surface Pro 9

The GitHub Actions builds and provide artifacts for Windows ARM64. This is exclusive to LOVE 12 though. LOVE 11 won't have Windows ARM64 support.

However since none of us have Windows ARM devices, we weren't able to ensure how stable the build is, or if it even runs.

Ah, apologies, I've checked the releases and the issues, but not the action artifacts. That makes sense, I'll try it out and report any issues if I encounter them.

Any advice on what I should expect from LOVE 12 builds? In particular in terms of stability, both API-wise and bug-wise

While we cannot guarantee stability both in terms of API and bug-wise, people have been using LOVE 12 in Discord. That being said, if there's a bug then it's worth to report.
