0. Preamble

0.1 Naming Convention

0.1.a Section headers will be labeled hierarchically with numbers.

0.1.b All text will be under letter headers, starting from a to z, then aa, ab etc.

0.1.b.a Amendments and other items directly relevant to a point will be under additional letter headers.

1. Constitution of the Nation of Gebovia

1.1 Government of Gebovia

1.1.1 Ruling Body

1.1.1.a The Party is a group of enlightened members of the populace.

1.1.1.b Each member is entitled to a single vote.

1.1.1.c The Party will hold session every week, on a Sunday at 5pm. Members are not required to attend.

1.1.1.d Members may vote on pull requests before session, and may change votes until the request is brought before the ruling body in session.

1.1.2 Constitution Amendments

1.1.2.a The constitution and all other documents may be edited or created with a majority vote.

1.1.2.b Any member of the ruling party may propose a pull request for the change or creation of this document.

1.1.2.b.a Ministers may propose a pull request for the change or creation of any document within their doman, or pertinent to their duties.

1.1.2.c A pull request will remain unresolved until the next session of the ruling party, at least five days from the time of proposal.

1.1.2.c.a If a pull request has affirmative votes from more than half the ruling body as a whole at a session of the ruling party, it will immediately be ratified. A 👍 reaction to the pull request is considered an affirmative vote.

1.1.2.c.b If a pull request has negative votes from more than half the ruling body as a whole at a session of the ruling party, it will immediately be closed with no effect. A 👎 reaction to the pull request is considered a negative vote.

1.1.2.c.c If at least 2/3 of the ruling body as a whole has voted either in favour of, or against, a pull request, at any stage, it will immediately be resolved. In the case of votes in favour, the proposition will be ratified. In the case of votes against, the proposition will be discarded.

1.1.2.d A pull request will be ratified if a majority of votes (greater than half) on the pull request are in the affirmative.

1.1.2.e The Party Leader can veto any pull request at any time while active, discarding the pull request.

1.2 Ministerial Positions

1.2.a Ministers are positions within the party with executive actions.

1.2.b A single minister may hold multiple ministerial positions.

1.2.c The Party Chief may assign ministerial positions to party members each week, taking effect after the weekly session.

1.2.d The party chief may not hold ministerial positions.

1.2.1 Ministerial Positions

1.2.1.1 Financial Minister

1.2.1.1.a The Financial Minister has domain over the state financial institutions.

1.2.1.1.b The Financial Minster has the duty of ensuring the economic growth of Gebovia.

1.2.1.2 Internal Security Minister

1.2.1.2.a The Internal Security Minister has domain over the Gebovian Secret Service.

1.2.1.2.b The Internal Security Minister has the duty of ensuring the power and stability of the party.

1.2.1.3 Foreign Minister

1.2.1.3.a The Foreign Minister has domain over external trade routes and diplomatic efforts.

1.2.1.3.b The Foreign Minister has the duty of ensuring Gebovia's dominance on the world stage.

1.2.1.4 Defence Minister

1.2.1.4.a The Defence Minister has domain over the Military Forces of Gebovia.

1.2.1.4.b The Defence Minister has the duty of ensuring Gebovia's military supremacy.

1.2.1.5 Ideology Minister

1.2.1.5.a The Ideology Minister has domain over the State Press of Gebovia.

1.2.1.5.b The Ideology Minister has the duty of ensuring Gebovia's people support The Party in thought and deed

1.2.2 Party Leader Elections

1.2.2.a Any member of The Party may nominate another member of The Party to be Party Chief in a pull request.

1.2.2.b If and when the vote is ratified, the nominated member will immediately replace the Party Chief.

1.3 Conflict management

1.3.1 Barring exceptions detailed in 1.3.3, if two propositions A and B conflict, an issue will be created and directed to in a comment posted on each conflicting proposition. The propositions A and B will be quoted verbatim in the issue, and it will be made clear that positive votes count towards A while negative votes count towards B.

1.3.2 On the next legislation cycle, the proposition that achieves a majority vote issue shall be ratified. In case of a tie, neither A or B shall be ratified, and the issue will remain valid through the next legislation cycle, and through successive legislation cycles until a majority vote is achieved.

1.3.3 Section 1.3.1 is invalid if there are less than or equal to 3 days prior to the next legislation cycle; section 1.3.2, however, will still hold. Instead, negative votes from A shall count as positive votes towards B and negative votes from B shall count as positive votes towards A. If a citizen casts a negative vote for A and a positive vote B, it is to count as a single positive vote for B.

1.3.4 In the case that there are more than two conflicting issue, two issues will be selected and have the legislative procedure outlined in sections 1.3.1-1.3.3 applied, with the remaining issues put in a queue. Thereafter, of the two ratified issues selected, the ratified issue will be selected alongside the next proposition in the queue, and have the legislative procedure outlined in sections 1.3.1-1.3.3 applied.

1.3.5 The two issues initially selected in 1.3.4 and the ordering that the propositions are placed in a queue is left to the discretion of [LSENJOVs TITLE].
