The "config".ini" file is not generated automatically

I'm new in ConfyUi.
I tried to work on portable version (which still uses 3.10.7 python), but it didn't work. So I deleted portable version, installed full version of ConfyUI on fresh power, but the problem is the same. I followed all the instructions to install ComfyUI-Manager [method1]. All for one line, which doesn't allow me to download third-party custom_nodes. Please help.

Did you confirm the location where the config.ini file is being created by checking the logs?
