Add a cache validation hook mechanism

This is necessary for the -M flags that e.g. GCC and Clang accept. There needs to be a way for the (soon to come) C/C++ libraries to ask whether the fragment files have been generated, and if so, invalidate the dependency graph cache so that the fragments can be incorporated into the graph.
