What is the purpose of the resource?

The sandbox will allow users to upload triples and conduct test SPARQL queries.

What is the form of the resource (software, sample file, service)?

Triple store and SPARQL endpoint

How should users access the resource?

Web interface or direct HTTP access.  Links to endpoints are currently on the 
TG homepage but probably should be on a wiki page with a more extensive 
description of the available resources, capabilities, how to access, how to 
use, etc.

Other considerations:

Preferably some reasoning capabilities will be supported.  Basic vocabularies 
should be loaded as well as test data.  Need to determine what those should be.
