Describe the bug
changing from libopenblas 0.3.27 to libopenblas 0.3.29 causes the following tests to fail:

  • linux-64 - AlgorithmsTest_CombineDiffCalTest
  • osx-64 - CrystalTest_IndexPeaksTest
  • osx-64 - AlgorithmsTest_GetDetectorOffsetsTest
  • osx-64 - SANSStitchTest.SANSStitchTest

To Reproduce
install libopenblas v0.3.29 on macOS or linux and run one of the failing tests.

Additional Context
It was pinned most recently here.
