can texlive.js produce png images as output?

Nope, just pdf and dvi. Just like pdflatex in "real life".

what is the procedure to create dvi?

you must change the parameters (-output-format=dvi ) for pdlatex here:
https://github.com/manuels/texlive.js/blob/master/pdftex.js#L160
