Time Out Setting GUI?

I noticed in #97 that there is a feature to set the time out length along with a request in #37 to create a way to store notifications. Is there a way to implement setting this through the gui in the mate-notification-properties application? Perhaps being able to set it to a very high value(like one hour or so) would solve both issues?
