Expected behaviour

Normal priority notification is shown over fullscreen windows.

Actual behaviour

Normal priority notification is not shown if fullscreen window is active.

Steps to reproduce the behaviour

  1. Make your terminal fullscreen.
  2. notify-send Test Test

Rationale

I think that the rationale behind current behavior is that you don't want notifications to pop when you're giving a presentation or watching a movie. But isn't it why we have the "Do not disturb" option? Usually I'll just turn it on when I don't want to see notifications. And if I don't turn it on - then I want to see them even if I watch a video in fullscreen. It may be an important message or an email or a reminder that I have to do something important right now. So I'd like the option to be able to see normal priority notifications over fullscreen windows, not only critical ones.
