detect when an adblocker is used in the WP admin and display a warning #1186

Some adblockers, such as ublock, can cause scripts/styles used in the WordPress backoffice to be blocked, resulting in broken admin pages.

As done in core, we should detect when an adblocker is being used and display a warning to the user. The core code should be re-used, without unnecessarily loading all of core in the WordPress admin.
