[Bug] We have disabled the ProfessionalServices plugin and users are still seeing the paid plugin offerings

What happened?

It is our understanding that disabling the ProfessionalServices plugin should hide the paid plugins from our users. However, we have disabled the ProfessionalServices plugin and these paid plugins options are still being presented to our users. Here is a screenshot showing the plugin disabled:

In the next two screenshots, I'm logged in as a non-admin. The first screenshot shows the marketplace button still visible:

The next screenshot shows all of the premium features visible to me when I click on my settings icon:

What should happen?

It is my understanding that disabling the ProfessionalServices plugiin should hide the premium features and plugin offerings.

How can this be reproduced?

As an admin, disable the ProfessionalServices plugin. Then, as a regular user, login and still see the premium features/plugin offerings.
