! command parser a bit strict #1824

The ! command parser in management room is not great. For example it fails if there are two spaces between parameters or a stray newline somewhere. Just split the string by whitespaces and parse that. https://developer.mozilla.org/en-US/docs/Web/JavaScript/Reference/Global_Objects/String/split
