Suggestion
I'd like to be possible to grant permission to create and answer to threads separately from usual messages. I think it would be useful for some rooms that are kind of news rooms, so that people could discuss news in these threads, keeping room clean.

Kind of related to #836, but I think it isn't a duplicate. This has come up quite a bit and I'm surprised this wasn't already filed.

matrix-org/matrix-spec-proposals#3394 maybe suggests a solution, but it isn't detailed enough to really review / implement.
