Mjolnir shouldn't ban moderators even if it has higher power / exempt moderators from protections / don't punish admin room users

Describe the bug

Last night we had a spammer whose flood Mjolnir didn't want to redact and instead it banned the moderator who did the cleanup by hand. (Additionally having to end the unban command with true wasn't obvious late at night).

To Reproduce
Steps to reproduce the behavior:

1. Have Mjolnir with higher power than moderator
2. Have moderator trigger protections
3. Mjolnir bans moderator

Expected behavior

Either Mjolnir lets moderators flood or recognises that users who are in the Mjolnir control room aren't meant to be banned.

Either Mjolnir lets moderators flood or recognises that users who are in the Mjolnir control room aren't meant to be banned.

We have many rooms where are moderators who aren't in the mjolnir control room. I don't like this solution.
I would prefer excluding moderators or higher from protections.
