Maybe some factions could start with CR or DN?

This may be crazy, but perhaps it would be interesting to have 1 race that only ever gets to build CR and above, or only DN class ships right from the start of the game?
They would have to be proportionally weaker, so that Destroyer fleets would be able to take them on, but I wonder if it would make for an interesting dynamic?
A good candidate would be:

• Hiver to play up the "slow, but deadly once they arrive mechanic"
• Tarka to give a lot more gameplay to "Battle Riders"
