wkhtmltopdf is showing its age now. It's been causing a lot of problems for the docker builds, and has never really generated the best PDF output. There's been issues with fonts, layout, etc. across many versions.
prawn might be an option, though much less flexible than leveraging HTML & CSS
weasyprint would be great, though would require some Ruby glue
