This has been implemented in mkorchestra. As discussed with @lorenzoPrimi we don't need this for OONI v2.0.0 mobile and OONI v3.0.0 Desktop, as such it should target MK v0.10.0 not v0.9.0.

To merely expose this API, there is no need to write for the rewrite of orchestration, because this API can actually coexist with the current orchestration implementation. So, what remains to be done is to vendor measurement-kit/mkorchestra in this repository and writing wrappers for that.

Since we've decided to focus on robustness, I'm deferring this to v0.11.0.

I have transferred this issue from MK v0.12.x to MKEngine. This functionality is easily implementable as part of the Go engine for MK, and is much more easily exposed as well. 🎉
