Add French Documentation

Given the increasing use of the User Management Tools (UMT) in WA projects such as moh_togo, moh_civ, and the upcoming moh_mali_chw, where user account management is entrusted to “user managers,” there is a growing need for French documentation.

This documentation will play an important role in training and supporting these managers, ensuring smooth and consistent handling of user accounts across projects. Providing French-language resources will also promote continuous learning and effective use of the UMT.
