Move Monitoring Stack row from Overview Dashboard to its own dashboard #78

Since the CHT Admin Overview dashboard is mostly focused on showing stats for a particular CHT instance, conceptually it is a little confusing to include the Monitoring Stack row which has states about the Watchdog deployment that are not really specific to a given CHT instance.

I think it makes more sense to break this row out into its own Dashboard dedicated to the Watchdog stack as a whole.
