Add rename function for saved queries and templates

It should be possible to update the name (and the comment?) of a saved query and or query template.

Maybe the saved query / query template situation is subject to change (as in remove on or the other)...so this is on hold until this is decided

The whole distinction between saved queries and query templates is currently being discussed again. So this is put on hold until a decision is made.
