Create DSF Test Setup

The test setup should be the same for all dsf processes.

The process feasibility-dsf-process should include a readme for a test setup and development setup which builds on this repository: https://github.com/medizininformatik-initiative/mii-processes-test-setup

The guide of the feasibility process should include an example of how to change something about the feasibility dsf process in a local IDE in combination with the test setup and
a guid how to compile and run and test the process with the change.
