I've tried duplicating this condition, first on my own workspace. No dice, I could open instances from non-latest template versions.
So as admin I created an instance of the above template, moved it to my personal workspace and changed owner to me. I can still open that instance from my personal CEDAR account no matter what the Version setting is.
The share setting for the original template is shown below. Maybe there is a different issue with the template that is producing a false error message?
this morning a user couldn't complete an instance because she didn't have access to the (unknown) template. Martin asked for the URL of the instance, but I figured that out from the title in the image, it's https://repo.metadatacenter.org/template-instances/a88cdc4c-33b4-4966-bd72-581c365aa60b. And by doing a search on that title and visiting the 'Based On' metadata attribute (really? we couldn't say "Template"?) I can see the template is "HEAL Study Core Metadata" version 0.0.2, aka https://repo.metadatacenter.org/templates/deb6cecb-c5be-452b-a3a4-ad1966fe2e1f, and I can open it up.
This template has sharing permissions Shared for reading with Everybody. But the error message says otherwise.
