Describe the new feature

Users can write the metadata input specification in a spreadsheet using a special header format that lists all value constraints, such as data type, whether a value is required, value format, and more. We can convert this user-defined specification into a virtual CEDAR template, which can then be used to validate the subsequent rows containing data values.
