Consider utilizing image caching

We download so much container image data every day in the mini-lab, especially on our runners. It would greatly help to have an opportunity to cache the images on the host machine.

Maybe we can use an approach like this to consecutively be able to speed up the startup time of the mini-lab: https://kind.sigs.k8s.io/docs/user/local-registry/
