Error

I am very new to website design. I am having problems with a particular error whenever I attempt to load the http://localhost:3000/ page to see the changes I have made;


I am confused as in the beginning this erroir could be fixed by refreshing or restarting, now however i cant bypass it. To me it looks like a problem with my internet connection? Is there a way i could increase the timeout time before the network request fails? Please help I am stuck :(
