Move ILoaderOptions to container loader package and deprecate on ContainerRuntime and below

We currently propagate the type ILoaderOptions down through the runtime. This isn't necessary, as the typed loader options are not useful below the loader. We should move ILoaderOptions to the container-loader package, and remove the type from the other layers.
