Notebook: Scrollbar "Cel" not showing the end of the bar

  Steps to Reproduce:

1.I create a Notebook
2.Add a Code cell
3. write a code for a SP with lots of line
4. Scroll bar doesn't show till the end. Very hard to scroll between "cell" and notebook itself

Does this issue occur when all extensions are disabled?: Yes
