Python 3.13 was relased in Oct 2024 so we want to support it and add it to our test pipeline

Dependency issue:

pygount has python = ">=3.8, <3.13"
coveralls has python = ">=3.8,<3.13"

So we have to wait for coveralls and pygount to rise their Python dependency to "...,<=3.13"
