how can i fix this config?

i want it to download the files with the filename configuration but it just gets completely ignored. i also want to replace the | symbol with an underscore in the filename but it also gets ignored and wont download any files with the | symbol

Sounds like your config doesn't actually get loaded.
Check the output of gallery-dl -v:

$ gallery-dl -v
[gallery-dl][debug] Configuration Files ['${HOME}/.gallery-dl.conf']

Putting filename inside a submission block will also only use this option for submission URLs. For anything else it'll use the default filenames.

path-restrict might also be relevant.
