Staff lists

As a staff member, I'd like to create lists/paths of courses, videos, and other resources for learners and have them show up in different places , like here

We already have userlists feature, originally intended for users to "bookmark" learning resources for themselves. If users made a list "public" we'd show to this list.

We'd like to restrict that list to only lists/learning paths created by staff members (users in certain role).

• Only people in certain roles can create "staff lists"
• Staff lists can be private / public . Private would mean "not ready to be published
• User lists can continue to be private / public (to share with friends), but public user lists are not necessary the same as stafflists
• The ux to add / edit/ list stafflist could be similar to user list.
• The ux to add an item to a stafflist could also be similar unless the user would be confused -- am I adding this item to my personal list or a staff list
• Any "staff" member can add/edit any "staff" list
