Those who lost the SMD election may still become MPs via the party list in the PR system, especially when they lost in close elections.

Check the extent to which the losing candidates are revived for close elections. If it's almost all, the RD design completely fails (or at least does not identify the effect of whether spending the next few years as MPs or not).

LDP recently decided not to allow the revival if a candidate lost the SMD election but got revived twice in a row (Yomiuri Online, 22 Dec 2017)
