We should describe the organization of repositories (Community, Reference, Submissions)... where do models go, when, and what about duplication?

some very early thoughts:

should we rename the directories to reference-implementation and community-implementations? and should we enable versioning e.g. reference-implementation/v0.5/bla
have a directory called community-submissions/VER/ .... for each submission, we need some kind of naming convention ....
