Twilio SMS Service:

Sends a unique Voter # to each phone number that texts in
Checks if a phone number is already associated with a Voter #

Online Voting:

Requests a Voter # and checks if it was already used to vote
Displays proposals and records up to x selections
Redirects to survey after voting

FUTURE:

Displays number of votes each proposal received & the winning project
