What it says on the tin. We keep duplicating the bytestring-to-code portion of module loading, but we could centralize it.

This is mostly just a fair weekend's worth of work; nothing especially difficult is here, but there will be attenuation, handling of unsafe objects, promises and async actions, and touching montec.
