Add a default option at the plugins page

Improvement
Add a default option at the plugins page so that the user does not have to change this option every time a quiz is created.
This will improve the user experience and make life easier for the course creators.

heh - thanks for the closer review - I admit I had a cursory look and thought a few things looked weird, but Sumaiya mentioned she'd modelled it on the quiz_delayedaccess plugin and for some reason my brain didn't recognise at the time that delayedaccess wasn't a core plugin.... (sorry for the laziness on my end but thanks for taking a look anyway!)
