move helper utilities from Canales to Parsons and create guides for future utilities

this will likely be broken out into specific tasks, but it's meant to cover the bucket of work that includes moving things from Canales to Parsons (or to a helper scripts location) as well as writing a guide for future people who want to add utilities around picking where it goes, adding tests, etc.

This is blocked by needing to do some refactoring/re-architecting work -- and may end up being redundant, so removing it from the kanban for now.
