What happened?

I've added a theme in recommended collection with admin tools -> noticed that on frontend the theme gets the badge immediately but the reviewer pages do not display information about theme being recommended
rejected it https://reviewers.addons-dev.allizom.org/en-US/reviewers/review/635744

What did you expect to happen?

Versions were instantly rejected ->did not go to 2nd level approval queue

It's not reproducible when I added a theme in promoted add-ons from admin , so it worked with https://reviewers.addons-dev.allizom.org/en-US/reviewers/review/635746-> action was held

Is there an existing issue for this?

I have searched the existing issues
