Are there plans to include the re-indexing function for Kikuchi patterns in future versions?
Features such as dictionary indexing and spherical indexing (e.g., OIM Analysis 9, EMsoft) seem to be valuable.

I would say that this makes little sense, as there are other packages that are completely dedicated to such routines (such as EMsoft as you mention, or EMSphInx). Moreover, most commercial EBSD softwares have or (likely will have at some point) introduced such features.
MTex is meant to be used for analysis of orientations and textures in 2D (and now in 3D as well).
