Update all Percussion instruments in Templates

Once #26118 is finalized
All Percussion instruments in templates need to be updated to match the percussion instruments in instruments.xml (which includes the pad positions)

Templates with Drum Kits should match the "5-Piece" or Common Drum Kit
With the exception of Jazz templates which should use the "4-Piece" or Minimal Drum Kit
