Tooltips don't show in the empty program (version 4.5)

Description with steps to reproduce

With the program empty, hover with the cursor above the playback bar, status bar and note-input bar buttons (also the Parts and Mixer buttons). Tooltips don't show at all.

Yes, this works in the latest released version and is broken in the nightly builds

Closing this because it was designed that way, but I opened a new request to investigate whether disabled buttons should be focusable with keyboard navigation and whether they should show tooltips:

I also logged a task to investigate whether the 'Score' and 'Publish' tabs could be more useful (or perhaps just disabled) when no score is open: #26231
