'Insert measures' button in properties is not keyboard-focusable

Description with steps to reproduce

1. Select a measure
2. Open the properties tab
3. Tab to focus on the Measure section
4. Press the down or right arrow to navigate through the section. The 'Insert measures' button is skipped and focus goes straight to the trash can.

This is (kind of) a regression. It was focusable in 4.0.2, but in that version, the trash icon was skipped, so something in this section has always been wrong.
