If we're looking at an ADO.NET API specification testsuite, why not also think about standardized benchmarks... This would be a set of BenchmarkDotNet benchmarks that would test common, standardized scenarios and provide a clear view of where each provider is on every operation. It could be part of this repo or another repo.

This actually belongs in https://github.com/aspnet/DataAccessPerformance, moved to aspnet/DataAccessPerformance#37
